摘要
石油化工园区所造成的土壤累积影响日益显著,而现有石油化工园区规划环评工作中仍未开展有效的土壤累积影响评价。结合规划环评技术框架,提出了石油化工园区土壤累积影响评价的技术框架,确定了评价因子筛选原则,将优先控制污染物筛选方法用于评价因子筛选,引入逸度理论进行土壤累积影响预测,并将技术框架与方法应用于SH化工园区土壤累积影响评价。结果表明:(1)提出的技术框架与方法可以满足土壤累积影响评价的要求;(2)SH化工园区建设不会对区域土壤环境带来显著累积影响。
Nowadays,soil cumulative effects caused by the petrochemical industrial parks have gradually revealed,while the soil cumulative impact assessment is not still adopted in planning environmental impact assessment.Based on the technical framework of planning environmental impact assessment,the paper came up with the soil cumulative impact assessment technical framework of petrochemical industrial parks and the screening principle of assessment factor.The paper used the priority control pollutants screening method to filtrate the assessment factor and fugacity theory to predict the soil cumulative impact,and applied them to the soil cumulative impact assessment of SH petrochemical industrial parks.The result showed that the technical framework and method put forward by the paper could satisfy the requirement of the soil cumulative impact assessment,and the construction of SH petrochemical industrial parks won't have obvious cumulative effect on the soil environment.
