摘要
口岸通关模式的优化对提高口岸通关效率与资源集约利用起决定性作用。本文分析了陆路口岸、通关模式的基本概念和国内外口岸通关模式的现状;以拱北口岸—澳门关闸与深圳湾口岸为实例,建立数学模型计算分析其通关时间效率。结论是:"一地两检"通关模式在通关效率与资源集约方面明显优于"两地两检",珠江三角洲地区陆路口岸在政策支持条件下,最适宜采用"一地两检—单边验放"的通关模式。
Optimization of port customs model plays a decisive role in improving efficiency of customs clearance and resources conservation.This paper analyses domestic and international current situation of port customs methods,and puts forward mathematical models to calculate specific parameters of combining examination hall.To take Gongbei Port to Macao Border Gate and Shenzhenwan Port as examples,we compare the customs parameters efficiency In conclusion,customs model of "two checks in one place" is much better than "two checks in two places" in efficiency of customs clearance and resources conservation,and that "two checks in one place-by one" is most suitable for land port in Pearl River Delta region if policy supports.
