摘要
在阐述境外铁路项目人力资源管理面临的不确定性因素的基础上,采用适应性管理理论方法分析境外铁路项目在人力资本投入、人力资本产出和人力资本退出方面的风险管理问题。针对"走出去"战略,提出境外铁路项目人力资源管理体系构建应以风险管理为核心,并建立以复合型人才团队为中心的人力资源输出管理系统,以专业型人才和普通用工相结合的本土化人力资源管理系统,以及境外铁路项目企业文化管理系统3大系统。
Based on expounding the uncertainty in human resource management of overseas railway project, this paper analyzes the risk management of the project in aspects of human capital investment, human capital output and human capital withdrawal using adaptive management theory. In view of "go global" strategy, the paper puts forward that the human resource system of overseas railway project should be established by taking risk management as the core, and three major systems should be established, which are human resource output management system focusing on inter-disciplinary talent team, localized human resource management system combining professional talents with common labor forces and corporate culture management system of overseas project.
