摘要
可再生能源产业的迅速发展离不开电价管制政策。要制定合理的电价管制政策促进可再生能源产业的持续健康发展。可再生能源配额制政策与电价补贴政策在理论上具有一致性。配额制政策明确并且量化了中国可再生能源发电的具体目标,依靠强制性的法律手段保证目标的实现,将可再生能源电力发电成本高于传统常规能源成本的部分在全社会范围内进行分摊。配额制政策有利于社会实现资源的最优化配置,降低可再生能源电力的成本,将为中国带来经济效益。
Electricity price regulation is very important to the sustainable and healthy development of the renewable energy industry.We should make reasonable electricity price regulation to promote the healthy development of renewable portfolio standard. The policy of renewable portfolio standard and the price subsidy policy is in consistency. The policy of renewable portfolio standard is the quantification about the goal of Chinese renewable energy, its additional cost is shared among the whole society based on law regulation.The renewable portfolio standard is benefit for the optimization of social resources, lower the cost, which will bring economic achievements for China.
