摘要
太湖流域既是国家重点流域,也是江苏省流域治理重点,关系着全面小康和现代化进程。在"十三五"和《水污染防治行动计划》的时代背景下,太湖水污染防治面临新的挑战和要求。投融资问题作为关键环节,对水污染防治的顺利进行发挥重要作用。针对太湖流域的现状,提出目前投融资机制存在的问题;并结合国外成功经验,对太湖水污染防治投融资提出思路和建议。
Taihu Lake was one of the state key watersheds as well as a focus in Jiangsu watershed control, well con- nected with building a moderately prosperous society and realizing moderniza- tion. Under the background of ＂Thirteen Five＂ period and Water Pollution Control Action Plan, Taihu Lake water pollution control faced new challenges and re- quirements. As a key factor, investment and financing played an important role in the process. In this study, the existing problems of investment and financing mechanism were raised according to the current situation of Taihu Lake. In addi- tion, based on successful experience of foreign countries, ideas and suggestions about investment and financing mecha- nism in the process of Taihu Lake water pollution control were also proposed.
