摘要
如何认识私营经济的性质、地位和作用,既是一个重大的理论和实践问题,又是一个长期令人困惑而混乱的问题。私营经济是资本主义性质的经济,在社会主义条件下也不能改变它的根本性质。私营经济在社会主义初级阶段的所有制结构中,处于补充的地位,绝不能成为主体。这是一个决定整个社会制度性质的原则问题,不能含混。在社会主义初级阶段,私营经济的作用具有两重性:一方面私营经济对国民经济的发展具有积极作用;另一方面,它又同社会主义的本质存在矛盾。因而对待私营经济的政策也应该是两重的:一方面要鼓励、支持它发展;另一方面也要注意引导它朝着有利于社会主义方向去发展。我们的目的是坚持公有制为主体,逐步壮大公有制经济,而不是相反。
How to understand the nature,position and role of private economy is an important theoretical and practical problem.It is also a long confusing theoretical question.Private economy is a kind of capitalist economy,and its fundamental nature will not change under socialist condition.In the ownership structure at the primary stage of socialism,private economy is in a complementary position and could never become the main part.This is a matter of principle that determines the nature of the whole social system and must be firmly asserted.At the primary stage of socialism,the role of private economy is two-folded.On the one hand,it play a positive role in the development of national economy.On the other hand,it is contradictory to the nature of socialism.Therefore,the policy towards private economy is dual too:there should be encouragement and support on the one hand,and guidance towards the direction of socialism on the other.The ultimate goal is to develop public ownership economy rather than the contrary.
