摘要
对深圳市危险废物产生及污染控制状况进行调查分析,归纳危险废物的监管难点和存在问题,结合国内外危险废物管理经验,提出了深圳市危险废物控制的对策及建议。研究表明迄今因危险废物处置不当造成的严重环境突发事件已经引起媒体和公众的高度关注,并成为社会热点问题。近年来深圳市在危险废物污染与防治方面做了大量的探索和实践,总结其经验和分析问题将为其他地方危险废物污染防治工作提供借鉴和参考。研究指出深圳市应在分析目前危险废物污染防治存在问题基础上,进一步摸清底数,加强危险废物源头管理,加强宣传力度,提高企业环保意识,提高危险废物无害化利用和处置技术能力,加强危险废物监管和技术支撑体系建设。
Through investigating and analyzing the sources and pollution control situation of hazardous wastes in Shenzhen, summarizing the difficulties in supervision of Environmental Protection Department of hazardous wastes, comparing national and international hazardous waste management, and then put forward some countermeasures and suggestions of hazardous waste control and management in Shenzhen. The research shows that the environmental emergencies due to the improper disposal of hazardous waste has attracted more attention from the media and public attention, and become the social hot issues so far. In recent years, Shenzhen has done a lot of exploration and practice in the aspect of prevention and control of hazardous waste pollution. Summing up the experience and problem analysis will provide the reference and demonstration for other local hazardous waste pollution prevention and treatment. At the same time, Shenzhen should be, strengthen management of hazardous waste source on the basis of further clear base, ; Improve the consciousness of environmental protection of enterprise by strengthening the propaganda, Improve the ability of hazardous waste harmless utilization and disposal technique; Strengthen the supervision of hazardous waste and the technical support system construction, based on the analysis of the present problem of hazardous waste pollution prevention.
