摘要
随着我国"一带一路"战略构想的提出,"丝绸之路经济带""21世纪海上丝绸之路"以及各经济特区、自贸区之间的交流往来将得到空前加强。在此背景下,毒品相关案件如:走私、贩卖、运输、制造毒品犯罪案件中犯罪主体复杂性、犯罪空间跨区域性、犯罪手段多样性、犯罪后果严重性的特点日渐突出。因此,公安机关也正面临着此类案件侦破难的实践困境,主要表现在侦查理念更新慢、侦查情报及措施实施获取难、侦查机制运行缓等方面。针对这些侦查实务中所面临的困难,侦查人员应当与时俱进,树立证据中心的侦查理念;广辟路径,拓展情报来源多样性;融会贯通,强化策略实施灵活性;迅速及时,增进侦查机制高效性。
Since China proposed ＂the Belt and Road Initiative＂, communication and contact has been strengthened unprecedentedly among the Silk Road Economic Belt, the 21st-Century Maritime Silk Road and other special economic zones and free trade zones. Under such context, some features of the cases of smuggling, trafficing, transporting and producing drugs have become increasingly prominent like complexity of crime subject, cross-regional feature of crime space, diversity of criminal means and seriousness of crime consequence. So, the practical dilemma public security organs are facing in detecting such crime cases are mainly manifested in tardily updating investigative idea, hardly obtaining investigative intelligence, slowly operating investigative system and so on. In response to these difficulties, investigators should keep pace with the times by updating evidence-oriented investigative ideas, expand intelligence resources by trying to find workable ways, strengthen flexibility of strategy implementation by fully mastering and improve efficiency of investigative system by acting rapidly and timely.
