摘要
基于现状、关系和影响路径视角,笔者梳理了外商研发投资(FRDI)和东道国市场创新绩效相关文献。研究发现:(1)行业层面,在华FRDI依次"偏好"技术密集型、资本密集型和劳动密集型行业,注册类型层面,在华FRDI依次"偏好"中外合资经营类、外商独资类、外商投资股份类和中外合作经营类企业。(2)在华FRDI与东道国市场创新绩效双向互动,东道国和母国的一系列相对特征都会影响作为"促进论"重要诱因的"技术溢出"现象。(3)FRDI会对东道国和母国产生"研发增加"和"研发转移"两种客观效应,两者的权衡导致两国市场创新绩效提升存在"可以并存"和"零和博弈"两种情况。(4)"发达国家/发展中国家流入发达国家"的研发投资会显著/不显著抑制"零和博弈"局面的出现,东道国与母国"研发增加"的现象初显。
From the perspective of status, relationship and influence path, we study the domestic and foreign literature on Foreign R&D Investment (FRDI) and the innovation performance in the host coun- try. The study found that : ( 1 ) Taking China as an example, from industry perspective, the preferred invest- ment sequence of FRDI is to invest in technology intensive industries, capital intensive industries and labor- intensive industries ; from the perspective of registration type, the preferred investment sequence of FRDI is to invest in foreign joint ventures, wholly foreign-owned enterprises, companies limited by shares with foreign investment and Sino-foreign cooperative enterprises. (2) An interactive relationship shown between FRDI and the innovation performance in the host country, and a series of home and host country relative characteris- tics affect the "spillover" phenomenon, which is an important cause of the "promote theory". (3) FRDI has two objective effects on both host and home country's innovation performance, namely "R&D increment" and "R&D transfer", which lead to two results called "coexist" and "zero-sum game". (4) "R&D investment flows from developed/developing countries into developed countries" can significantly/not significantly inhibit the "zero-sum game" situation of both host and home country's innovation performance promotion, mean- while, "R&D increment" phenomenon previews.
