摘要
在分析跨界水污染事件应急处置特征以及建立跨界水污染事件区域应急联动必要性的基础上,构建了跨界水污染事件区域应急联动指标体系,包括跨界水污染事件区域应急联动的协调机构、联合决策、信息互通、队伍协同、物资共享5个一级指标和16个二级指标,并结合近年来发生的跨界水污染事件案例对所构建的跨界水污染事件区域应急联动指标进行了实证研究,表明该指标体系具有较强的科学性和实用性,不仅涵盖了跨界水污染事件应急联动的各个方面,而且突出了跨界水污染事件联合处置中的关键问题,能够为跨界水污染事件区域应急联动建设提供科学依据,同时也能够为跨界水污染区域联动能力评估提供支撑。
On the basis of analyzing emergency dispose characteristics for trans-boundary water pollution incidents,as well as the necessity to establish regional emergency linkage for trans-boundary water pollution,we build the index system for trans-boundary water pollution events,including 5 first indicators and 16 secondary indicators,for which first indicators contains coordination agency,joint decision-making,information exchange,team coordination,and material shared. Based on the cases of trans-boundary water pollution incidents in recent years,verified the index system of trans-boundary water pollution events for regional emergency linkage. The results show that the index system is scientific and practical; it not only covers all aspects of emergency linkage of trans-boundary water pollution,but also highlights the key problems of trans-boundary water pollution incidents. Thus providing scientific basis for the construction of regional response to trans-boundary water pollution events,as well as supporting for the assessment of emergency linkage for trans-boundary water pollution.
