摘要
为了规避内地生育处罚和获得教育、医疗等社会福利,内地居民赴港生育的事例逐年增多,内地、香港居民之间的矛盾激增,引发各界人士针对"双非儿童"问题展开争论。"双非儿童"使得快速增长的内地产妇挤占了香港本地居民的福利资源,并在一定程度上降低了医疗服务水平,"双非儿童"自身也可能面临学习、适应、心理等多方面问题。解决的途径有设立"返回机制",特区政府以政策为导向,多关注该群体,通过改进香港本地的人才引进计划吸纳高素质"双非儿童"的家长赴港就业,社会团体积极参与,香港各界增加理解包容,加强与专业人士的合作等。
In order to enjoy better social welfare in Hong Kong,more Mainland residents prefer to give birth to babies in HK,which triggers much dispute over the＂Anchor Babies＂（neither of their parents are citizens of HK）.A growing number of Mainland pregnant women consume quantities of HK＇s welfare resources,decreasing local medical treatment service quality.In the future,those＂Anchor Babies＂will face serious problems like difficulties in receiving education and adapting to local society and high psychological pressure.HK should set up＂Returning Mechanism＂,improve local talents introduction plan to attract more parents of＂Anchor Babies＂to work in HK,and strengthen the cooperation with professionals etc.to settle those problems mentioned above.
