摘要
目前,以县为单位落实耕地占补平衡政策的途径存在"占优补劣"、过分依赖土地开发、补充耕地后期管护缺失、违背自然规律的过度开发、"易地占补"难以监管等诸多现实困境,应围绕回归建设用地单位的耕地占补平衡责任主体和国土部门行使耕地保护监管本位职能这一核心,以所占耕地产能为依据,按照阶梯费率形成的耕地复垦费来倒逼用地单位加强耕地保护,同时,把土地整治作为耕地补充的实施平台,通过加强对土地整治效果的监督、确保耕地产能的占补平衡来体现国土部门对耕地占补平衡政策落实的监管职能。
The implementation of cultivated land requisition-compensation balance policy by county as unit have many practical difficulties such as "good requisitioned, poor compensated" , over reliance on land development, lack of compensated cultivated land management and protection, over-development, difficulty in supervising of " replacement and compensation of the land parcel". The countermeasure should focus on returning of the cultivated land requisition-compensation balance responsibility of construction land unit and the cultivated land protection supervision functions of land resource management department, taking production capacity of the req- uisitioned cultivated land as basis, and following the cultivated land reclamation fee based on the step rate charge, thus promoting con- struction land units to protect the cuhivated land, and ensuring the supervision function on cultivated land requisition-compensation balance policy of land resource management department by strengthening of land consolidation.
