摘要
为了理性审视政府对我国竞技体育发展方式的干预问题,通过文献资料法、访谈调查法、问卷调查法、数理统计法和实地观察法,研究影响两者之间关系的因素,重构两者之间关系的任务。研究认为,影响两者之间关系的因素集中表现为国际竞争环境因素、国内发展条件因素、外在限制条件因素和内在障碍性因素4大类,竞技体育发展的国际化程度与国内基础是影响政府干预方式的客观现实,竞技体育的外交意涵越显现,国内发展条件和基础越薄弱,政府的干预力度越大。重构两者之间关系的任务集中体现在调整两者关系亟需克服的障碍、调整两者关系的价值取向和调整两者关系的路径3个方面,合理规划竞技体育发展的顶层设计是调整政府干预方式的前提条件,形成多中心治理的发展格局是当前改革发展的目标和方向。当前,我国政府需要根据发展环境和条件的变化,合理调整管理机构设置、管理的价值取向、职能重心和管理的权限和范围,进一步激发学校、俱乐部、家庭、个人等多元主体参与发展,给竞技体育发展方式以更大的选择空间。需要根据竞技争光、竞技表演、竞技参与3类产品的属性与特点,来确定自身的干预范畴、方式及程度。
In order to inspect the question of government intervening the mode of the development of competitive sports in China ,this paper studied the influencing their relationship factors,and the reconstructing tasks on their relations,by interview survey method,questionnaire survey method,mathematical statistics method,field observation method. Study suggests that influencing factors can be conclude 4 major categories：international competition environment factors,domestic development condition factors,external constrainted factors and inherent obstacle factors. The extent of international and the domestic basis for the development of competitive sports are the objective reality,which affecting the way of government’s intervention. The more important diplomatic implications of competitive sports,the more weak domestic development condition and foundation,the more intervention were imposed by the government. Refactoring tasks on their relationship embodied in three aspects：the obstacles needs to be overcome,the value orientation and the path need to be adjusted. It is the prerequisite that planning the top design to the development of competitive sports. And adjusting the way of government intervention ,to form the polycentric governance is the current reform goals and direction. Our government need reasonably adjust management organization,value orientation,gravity of management functions and management authority,scope according to the current development environment and conditions,and motivate schools,clubs,families and individuals further involved in the development of sports,as to make greater choice space for the development of competitive sports. Our government also need to determine their intervention way and degree according to the three kinds of products’properties and characteristics of the competitive proud,athletic performance and competitive participate.
