摘要
当前中国的行政体制改革和政府自身建设,在推进行政审批制度改革、推进商事制度改革、推进政务公开、推进政府重大决策科学化民主化和法治化、实行政府工作的第三方评估和社会评价、建立地方政府的权力和责任清单制度、贯彻中央八项规定推进政府反腐倡廉深入开展等七个方面取得显著进展。行政体制改革的范围之广、力度之大,充分显示了党中央、国务院非凡的改革勇气和责任担当,一系列举措更加强化了监管和服务,力图实现放、管、服三者的协调。但也存在不足和问题,需要加以认真的分析评价,并从中探求原因,为今后提供有益的借鉴。"十三五"期间行政体制改革和政府自身建设的重点主要有推动简政放权、放管结合、优化服务改革向纵深发展,大力推行"互联网+政务服务"、推进政府信息化建设,推进大部制改革、优化行政层级和行政区划设置,加快和加大力度建设"四个政府",推进政府廉洁履职和反腐败斗争,坚决处理为官不为、克服庸政懒政怠政,促进各项行政制度更加成熟定型等七个方面。
Current reform of administrative system and self - improvement of government in China have achieved significant progress in seven aspects, including administrative examination and approval system reform, commer- cial system reform, publicizing government affairs, scientifically, democratically and legally promoting govern- ment decision - making, implementing third - party evaluation to the government＇ s work and social assessment, establishing local governmental power and responsibility system, and promoting the official cars system reform, etc. The wide range and strong attitude of the administrative reform shows the extraordinary courage and respon- sibility of the CPC Central Committee and State Council. A series of initiatives are also provided to strengthen the supervision and service. However, there are also shortcomings and problems need to be carefully analyzed and e- valuated so as to explore the reasons and provide useful lessons for the future. In the ＂Thirteenth Five - year＂ period, administrative reform and governmental construction have focused primarily on streamlining administra- delegating power, strengthening regulation, deepening service reform, vigorously promoting the ＂internet ＋ government services＂, promoting the construction of government information, optimizing the administrative level and divisions, increasing efforts to speed up the construction of a ＂legal, innovative, honest, and serving＂ government, etc.
