摘要
社区矫正工作"规定多、任务重、责任大"与"机构弱、人员少、保障缺"的现实矛盾,使得社区矫正工作日益成为高风险岗位。执法风险与廉政风险的形成,受主客观因素的影响。社区矫正工作要防范执法风险与廉政风险,必须厘清社区矫正工作中涉及的权力,树立权责相统一的理念,找准风险点开展风险管理。构建以大监管体系为统领,探索业务运行、风险预警、过程控制、过错追究和监督制约五个方面的风险防控机制体系,加强社区矫正工作风险防控能力。
Community correction realistic contradiction between ＂more regulation,heavy task and responsibility＂and ＂weak institutions,personnel and ensuring＂,which makes that the community correction has become a high-risk job. The formation of law enforcement risk and integrity risk is influenced by the subjective factors. To guard community correction work against law enforcement and integrity risk,must clarify the power involved in the community correction work,set up the concept of unity of power and responsibility,for risk point to carry out risk management. Build the regulatory system,explore the business operation,risk early warning,process control,fault,shall be investigated and five aspects of supervision and control mechanism of risk prevention and control system,strengthen community correction work risk prevention and control ability.
