摘要
留地安置政策作为土地征收过程中一项创新性举措,实施过程中仍旧存在一定的问题,本文基于目标理论建立指标进行分析,得出为保障农民与集体的利益需要确保农户知情权,营造良好社区环境,并且加强留用地开发团队的建设,政府部分出资提供社会保险和设施建设,把留地安置政策的实施提升到法律层面.
Leave to resettlement policy as an innovative measures land expropriation process, there are still some problems in the implementation process, based on the theory of target to establish index is analyzed, it is concluded that in order to guarantee the interests of the peasants and collective need to ensure that farmers＇ right to know, and create a good environment for the community. And to strengthen the construction of retention to the development team, the government funded partially provide social insurance and facilities construction,to the implementation of the resettlement policy to leave law.
