摘要
目前我国高校主要依靠财政拨款维持教学科研活动的正常运转。在可预见的将来,财政拨款很难维持较快增长。与此同时,高校的各项支出却呈现刚性强劲增长。基于对高校筹资渠道单一、筹资难度加大现象的认识和分析,提出了优化资源配置体制机制、提高科技资源的利用效果、拓展事业收入的规模和渠道、大力发展校办产业、争取社会捐赠等解决办法。
At present,Chinese Universities mainly rely on financial allocations to maintain the normal operation of teaching and research. In the foreseeable future,financial allocation seems difficult to maintain a rapid growth. At the same time,the growth rate of universities＇ expenditure is showing strong rigidity. This paper analyses the situation of universities＇ difficulty in funding and puts forward measures for funding such as optimizing source allotment mechanism,improving the utility effect of technical sources,expanding the scale and channel of cause income,developing the school- run industry and obtaining the social donation.
