摘要
本文以南沙港三期工程为例,从港口经济性、船舶经济性两个方面出发,采用单一变量法,系统地分析了岸电系统的港口建设维护成本、港口公司的成本回收年限、船舶岸电接入设备的改造成本,船舶岸电改造成本回收年限以及国家补贴之间的相互关系,综合评价了岸电技术在该地区实施的经济可行性,指出了国家补贴在岸电系统早期推广中的重要性。同时,在此基础上,根据港口和船舶的成本回收年限可接受限度,求得了国家补贴的最小限额。
Based on Nansha port phase-3 project, single variable method is used to systematically analyze the construction and maintenance costs of shore power system, the cost payback period, the reconstruction cost of vessel's shore power access equipment, the relationship between the cost payback period of vessel's shore power reconstruction and state subsidies from the aspects of port and vessel economies. The economic feasibility of shore power techniques is evaluated comprehensively, it is also emphasized that state subsidies are important in early development of shore power techniques. In addition, the minimum limitation of state subsidies is obtained according to the accepted cost payback period of port and ship.
