摘要
特色村寨建设是一个经济发展、生态保护、文化传承有机统一的系统工程,在追求效率的同时,更要注重社区公平。每个社区村民理应共享村寨发展红利,但现实表现出利益失衡的状态,主要体现为社区整体在利益分配中处于弱势,社区内部利益分配不均衡,邻近村寨利益分享失衡。其产生的原因包括社区民族文化产权法律制度模糊,社区整体力量在博弈中处于弱势,社区村民整体文化自觉较低,社区村民价值观的扭曲与变异,社区内部利益缺乏有效的约束。为此,本文提出基于参与-分享机制的特色村寨建设社区利益平衡的若干主张和对策建议。
The construction of Villages Characterize d in Ethnic Minorities is the organic and unified system of an economic development, ecological protection, and cultural inheritance. In the pursuit of efficiency, community fairness also should be emphasized. Each community villager should share village development dividend, but in reality, the imbalance shares the popularity in the state that the community as a whole takes the weak position in the interest distribution, the distribution of benefits among the community is uneven, and the interest sharing of adjacent village is unbalanced. The reasons arising from are fuzzy legal system of cultural property rights in ethnic community, the weak position of overall community strength in the game, the backward of overall cultural consciousness of villagers in community, the distortion and variation of villagers＇ values, and the lack of effective constraints of internal interest in the community. In this paper,several ideas and suggestions of community interest balance of Villages Characterized in Ethnic Minorities are proposed on the basis of participating-sharing mechanism.
