摘要
指出了以行政区域为主框架,以"一县一站"形式初步建成的自动土壤水分监测网,在使用过程中不能兼顾"农业土壤水分观测业务"与"农业气象服务"工作两个方面功能的现状,分析了当前自动土壤水分监测网站建设和自动土壤水站站点功能方面存在的问题及原因,提出了应该分别建立农业土壤水分观测业务网和农业旱涝气象服务网两个系统的观点,以及如何拓展自动土壤水分监测网资源利用空间的初步设想。
The present situation of the automatic soil moisture monitoring net-work which initial constructed by the form of ＂one county one station＂ and us-ingthe administrative regions as the main frame, could not take into account the two functional aspects of ＂observa-tional businesses of agricultural soil moisture＂ and ＂agro-meteorological ser- vice＂ were pointed. The problems and reasons for currently the automatic soil moisture monitoring network construction and the site function of the automatic soil current water station were analyzed. The two systemic viewpoints that it should be separately established the business network of agricultural soil moisture observation and the meteorolog- ical service network of agricultural drought and flood, and the initial ideas of how to develop the resource utilization space of the automatic soil moisture monitoring network were presented.
