摘要
居民基本医疗保险制度建设是我国社会保障体系改革和发展的重要内容。通过对济宁市在实现新型农村合作医疗制度(新农合)与城镇居民基本医疗保险制度的并轨运行后实施的居民医疗保险制度的主要内容、运行状况等进行初步研究,分析了济宁市及山东省目前及将来在基本医疗保险制度改革、建设中需要面对和解决的问题,探析统筹居民基本医疗保险制度运行机制的路径,以便为我国整合城乡居民基本医疗保险管理体制、实现城乡一体化基本医疗保障制度的构建提供一定的参考和借鉴。
Residents＇ basic medical insurance system is an important part of reform and development of the social se- curity system in China. A preliminary research has been made on the components and operating condition of medical in- surance system by integrating the new rural cooperative medical care system for farmers （NRCMS） and the basic medi- cal insurance system for urban residents in Jining city,which analyzes the present and future problems existing in the construction and reform of basic medical insurance system in Jining city and Shandong province,and explores the ap- proaches to integrated operative mechanism of residents＇ basic medical insurance system, so as to provide reference for the integration of urban and rural residents＇ basic medical insurance management system in China and realize the devel-opment of integrated urban and rural basic medical insurance system.
