摘要
差别化土地管理能够实现土地精细化、有效性、针对性管理,已成为国土管理的重要选择。运用数据包络分析法(DEA)测度武汉城市圈县级单元土地利用效率,分析城市圈土地利用效率及其影响因素的空间差异性,并基于效率差异构建差别化土地管理模式。结果表明:武汉城市圈土地利用DEA有效性为0.595,城市圈土地利用方式和土地管理模式等存在问题、要素投入不均衡、土地利用效率有待提高;武汉城市圈各县区土地利用效率及其影响因素具有明显的空间差异性,按照差异性可将城市圈划分为高效集约区、中效冗余区、中效发展区和低效粗放区4种类型区。因此在土地利用分区的基础上实施差别化土地管理措施,是构建差别化土地管理模式的有效方式。
Differential land management could achieve the goal to manage land resources subtly, pointedly and effectively,which already is an important choice for land management.With the method of DEA, the paper evaluated land utilization efficiency of Wuhan urban agglomeration, and then analyzed the spatial differences of land utilization efficiency.Finally, the paper came up with the patterns of differentiated land management, based on the spatial variances of efficiency.The results show that：the number of land utilization efficiency was 0.595, which indicated that problems exist in the patterns of land use and land management and factor inputs were un- balanced.Land utilization efficiency of Wuhan urban agglomeration should be improved. There were obvious spatial differences in land utilization efficiency and factors influencing land utilization efficiency;Wuhan urban agglomeration could be divided into high-efficiency and intensive area, medium efficient and redundant area,medium efficient and developing area, low-efficiency and extensive area, based on land utilization efficiency and influence factors of land utilization efficiency.Implementing differentiated land management measures based on land use regionalization was an effective way to build the patterns of differentiated land management.
