摘要
科技政策学作为智库建设最直接和最重要的支撑学科之一，为智库的建设和发展提供了重要的知识支持。本文以“重新设计科学、技术和创新政策学”计划为例，介绍了日本科技创新政策学发展的实践经验，主要包括：自上而下的政府行为，以科技计划为支撑，注重以证据为基础，加强科技创新政策学共同体建设。在此基础上，介绍了中国科技政策学的发展现状，并提出了加强中国科技智库建设的建议。
