摘要
建设国际化大都市是成都市"十三五"期间的一项重要发展战略,随着国际化进程的不断深入,成都市外籍人口不断增长,如何对这一部分特殊人口依法进行管理,具有极强的学术研究价值和实践探索意义。通过梳理现有的外籍人口管理法律法规,分析成都市外籍人口类型和依法管理的难点,结合实际工作中存在的问题,在完善实施细则、落实依法管理和加强普法宣传三方面提出了对策建议。
To build an international city is one of the main strategies in Chengdu's 13 th plan of five-year development.As Chengdu goes deeper in internationalism,the population of foreigners is growing.Therefore,it is of high academic value and practical meanings to perform rule by law to this particular segment of population.This thesis examines the current laws and restrictions in foreign population management,analyzes the types of foreigners in Chengdu and the difficulties of performing rule by law,takes the issues occured in practices into consideration,and gives advise on completing the administrative details,implementing the rule by law,and disseminating the knowledge of the law.
