摘要
目前,全球气候变化已上升为世界上最主要的环境问题,大气中的二氧化碳含量逐年上升。为解决这一问题,各国相继制定和实施了应对措施,其中包括碳交易和碳税。就现状而言,我国还没有征收碳税,碳交易市场仍处于起步和试点阶段。比较碳税与碳交易对企业的作用和影响,我国目前更适合发展碳交易市场。政府应当制定实施碳税的规划和碳交易的相关政策,借鉴国外发达国家的成功减排经验,结合我国现有的国情,综合运用碳税与碳交易,促进我国低碳经济的发展。
Presently,global climate change has become a major environment problem.The carbon dioxide content has been uprising. Governments make policies and strategies to deal with this problem. Carbon trading and carbon tax are applied. In china,there is no carbon tax. Carbon trading market is still at the very beginning stage. Comparing with the impact of carbon tax and carbon trading on the enterprises,to develop carbon trading markets is more practical in China. Government is advised to make corresponding policies for carbon tax and carbon trading. Learning from the foreign cases and considering China ＇s current situation,a comprehensive application of carbon tax and carbon trading may promote the development of low-carbon economy.
