摘要
针对特许经营制度下城市公共交通行业的财政补贴政策,基于超越对数成本函数模型研究了我国30个大中城市2010-2013年间财政补贴对公交企业成本函数和生产率的变动效果和影响程度。结果表明:实施财政补贴后公交企业的成本在2010-2011年间有小幅下降,但从2012年开始营运成本有上升的趋势;公交财政补贴导致生产率有下降趋势,而技术变动效果为下降的主要原因,占比达到94%,财政补贴效果对生产率变动的贡献非常微小,平均在5.4%。在当前的补贴水平及分配方式下,补贴对公交全要素生产率的影响有限。建议完善公交财政补贴机制,建立与运营产出和服务质量相挂钩的绩效补贴,使政府在有限的预算下能最大程度上发挥补贴的效益。
This paper studies the effect of transport financial subsidy policy under franchise institution based on translog cost function which take the financial subsidies as the key parameter,using public transport industry annual operation data of 30 large cities in China from 2010 to 2013. The research shows that: the operating costs of public transport declined slightly from 2010 to 2011 year after implementing subsidy policy,but increased from 2012 to 2013 year. While the effect of financial subsidies on productivity has declined,the technological effect change is the main reason,accounting for 94%. We also found the subsidies effect on productivity change is very small and limited under the current level and mode of subsidies,only 5. 4%. It is proposed that improve the mechanism of financial subsidies,and to establish a performance subsidy method which is linked with the operational output and service quality is the key,so that the government can use the subsidies more efficiently under the limited budget.
