摘要
本文以意大利和斯洛文尼亚这两个国家为重点,研究了当代民主国家中基于个人的政治的性质。这两个国家都经历了按照"贝卢斯科尼化"模式的非党派政治的崛起。文章分析了在不同地方环境下促成这种类型政治崛起的因素。其论点是,个性化政治的崛起,主要原因在于政党政治的弱结构。在像斯洛文尼亚这样的新的民主国家,这是由于政党赖以确立的社会根基较差引起的。在意大利,这种发展的出现是由于根深蒂固的既有政党制度的瓦解。本文表明,被宣称为非政治性的个性化治理一般来说都存在着政治意图和后果。这种个体化,将政治领导人的个性角色对民主运行所产生的不同后果摆在了突出的位置。
The article studies the nature of person-based politics in contemporary democracies by focusing on two countries – Italy and Slovenia. Both countries experienced a rise of non-party politics by following the pattern of'Berlusconisation'. The article analyses the factors that contributed to the rise of this type of politics under different local circumstances.The thesis is that the main reason for the rise of personalised politics lies in the weak structures of party politics. In new democracies like Slovenia, this is due to the poorly established social roots of political parties. In Italy this development came about due to the collapse of the established party system. The article shows that personalized governance,which is declared as non-political, has political intentions and effects as a rule. This kind of individualisation brings the role of political leaders' personalities to the fore with diverging consequences for the functioning of democracy.
