摘要
论述了基层环保执法中力度不够、改进缓慢、手段落后等当前环保执法存在的问题。探讨了新时期制约基层环保执法工作的难点,发展经济与环境保护的思想观念问题还依然存在、环境管理机制与行政干预问题还依然存在、环保执法人员自身能力建设问题还日益凸现成为制约新时期基层环保执法的难点。以期为新时期基层环保执法更好的开展提供借鉴。
This paper discusses the problems in grassroots environmental law enforcement,such as law enforcement is not enough, improvement is low and method is backward. Also it studies the difficulties in grassroots environmental law enforcement, development and environmental protection ideas problems still remain,environmental management mechanisms and administrative interventions problems still exist, environmental law enforcement officers are also building their own capacity constraints become increasingly prominent in the new period difficulties grassroots environmental enforcement. What is said above expects to provide a reference for the new period grassroots environmental enforcement.
