摘要
本文给出了大数据时代开放数据的定义,分析研究了国际上政府开放数据的进展情况,总结了十大经验和特点。结合对我国政府开放数据现状的分析,本文提出了树立良好的开放心态,将开放政府数据作为一项重大战略,加强立法、依法开放数据,建立统一的"一站式"政府开放数据网站,加强对开放数据的管理,采取有效政策措施鼓励开放数据,注意信息安全七大政策建议。
In this paper, the definition of open data in big-data era was given, that is the data which are with the computer-readable format, and could be used repeatedly and freely. The international movements and characteristics of government open data are examined. Based on that, some suggestions were given for the government open data of China.
