摘要
出版物呈缴制度是保障读者权利实现的重要制度。调查显示,我国现行的13部地方性图书馆立法对出版物呈缴的类型及数量、缴送的时限、相关处罚措施、出版单位的权益保障方面的规定不尽相同。地方性图书馆立法中出版物呈缴制度应在如下方面完善:减少呈缴数量,建立地方特色的呈缴制度;建立出版物呈缴的催促制度与政府公告制度,注重出版单位利益保护;合理开发利用呈缴的出版物;建立呈缴信息反馈平台。
The system of legal deposit is an important way to protect reader＇s rights. Investigation revealed that there are a lot of differences of the current 13 local library legislation on the rules of legal deposit type and quantity, time limit, punitive measure, and the guarantee to publishers. Local library legislation on the system of legal deposit should be perfect in such aspects： reducing the legal deposit copies quantity, forming local characteristic system of legal deposit; forming legal deposit alert system and government notice system, focusing on protecting the profit of publishers; exploring and using the legal deposit copies rationally; establishing a legal deposit information feedback platform.
