摘要
政府在民办学前教育发展中的政策是切实履行并落实政府职责的重要制度保障。多年来,我国政府在民办学前教育合理布局、规范发展、扶持引导发展、保障合法权益方面着力施为,卓有成效。然而当前我国民办学前教育政策中存在民办幼儿园性质定位偏颇、法人属性模糊,分类管理政策与普惠性民办园标准缺失,相关部门权责配置不明确且合作机制缺乏效力,财政扶持的相关政策缺失、不健全甚至冲突,审批管理混乱与办园标准的同质化,教师身份不明且权益保障配套政策缺失等问题,影响政府在民办学前教育发展中的职责定位、履行与落实,制约民办学前教育健康发展。
The governmental responsibility policy is the important system guarantee which is essential for the government to earnestly implement and fulfill its responsibility. But the policies of the governmental responsibility in private preschool education have the following problems: having biased on the positioning and nature of private kindergarten, lack of the classification management of non-governmental preschool and the evaluation system, the relationships among the various levels of government and among relevant administrative departments are not clear, the financial aid policy is absence, unsound and even conflict. The examination and approval administration of the private kindergarten is very confused and the construction standard of private kindergartens is homogenization. The identity of teachers is unknown and the supporting policies of teachers' rights and interests is lack. These problems had influence on the duty positioning, performance and implementation of the government, and restricted the healthy development of private preschool education.
