摘要
目的 分析广西卫生人力资源配置现状及其公平性。方法 收集广西2013~2014年卫生人力资源的数据,包括总人口数、人均地区生产总值、卫生技术人员数、执业医师或执业助理医师数、注册护士数,以14个地级市的人均地区生产总值排序分组,采用集中指数和泰尔指数对广西2013~2014年卫生人力资源配置的公平性进行分析。结果 2014年的大部分地级市卫生技术人员数、执业医师或执业助理医师数、注册护士数均比2013年的多。2013年及2014年卫生技术人员、执业医师、执业助理医师和注册护士等卫生人力资源的集中指数均大于0,为0.10~0.15。2013年及2014年卫生技术人员,执业医师、执业助理医师和注册护士等卫生人力资源的泰尔指数为0.01~0.02,组间差异大于组内差异。结论 广西卫生人力资源集中在相对富裕的人群中,其公平性还需要进一步优化。
Objective To analysis the allocation and equality of health human resources in Guangxi. Methods The data of health human resources in Guangxi from 2013 to 2014 were collected ,including total population, gross domestic product （GDP）, the number of medical personnel ,the number of practicing physicians/practicing assistant physicians, and the number of registered nurses. Then the data were ranked and grouped according to the GDP of 14 prefecture-level cities. The equality of the health human resource allocation in Guangxi from 2013 to 2014 was analyzed using concentration index and Theil index. Results For most of prefecture-level cities,the numbers of medical personnel,practicing physicians/practicing assistant physicians, and registered nurses in 2014 were more than the numbers in 2013. The concentration indices of the health human resources（ including medical personnel ,practicing physicians/practicing assistant physicians and registered nurses） were more than 0 in 2013 or 2014,and were between 0. 10 and 0. 15. The Theil indices of the health human resources （including medical personnel, practicing physicians/practicing assistant physicians and registered nurses） were between 0. 01 and 0.02. The differences between groups were greater than the differences within groups. Conclusion Health human resources in Guangxi are concentrated in peoples living in relatively rich areas,and the equality remains to be further optimized.
