摘要
[目的/意义]大数据时代,政府数据开放已然成为社会发展的必然趋势,通过分析国外完备的开放体系,有助于我国政府更高效地开展数据开放工作。[方法/过程]选取美国、英国、日本、澳大利亚等典型国家,分别从政策体系、保障机制和公开系统这三个方面,进行深入调研和比较研究。[结果/结论]最终结果表明,各典型国家在政府数据开放上已自成体系并积累了丰富的经验,而我国政府与之比较还存在较多不足,具体表现在:缺乏完善的制度体系、政策执行能力不足、尚未建成统一的公开系统等。据此,结合我国国情,提出我国政府数据开放工作的若干建议。
[Purpose / Significance] In the era of big data,opening government data has become an inevitable trend of social development. Analyzing foreign countries＇ complete opening system can help us carry out the work more efficiently.[Method / Process]The typical countries in government data opening such as the United States,Britain,Japan and Australia are studied intensively around their policy system,security mechanism and public system. [Result / Conclusion]The final result indicates that the typical countries have built their ow n systems and accumulated rich experiences,w hile the situation in China still is still far from satisfactory,there are problems of imperfect institutional system,policy implementation inability,and the absence of the unified opening system. Some suggestions on government data opening are put forw ard at last.
