摘要
保护农业生态环境是实现可持续发展的基础条件,而生态补偿是实现农业生态环境资源保护的重要调节方式。生态补偿是解决农业生态外部性的重要制度,根据外部性理论,政府和市场都是解决农业外部性的重要手段,政府在农业生态补偿中占主导地位,而运用市场手段进行调节则是生态补偿建立的关键。当前,我国农业生态补偿发挥主导作用的是政府补偿模式,相对而言,市场补偿机制未被很好运用。因此,需要完善市场机制,采取激励性的补偿方式,通过市场这只"无形的手"使得农业生态环境的外部性内部化。在分析目前我国农业生态补偿运行机制的基础上,结合国外的经验,从法律法规体系、产权、生态标志制度以及评价制度4个方面提出完善我国农业生态补偿市场运行机制的建议。
Protection of agricultural ecological environment is the basic condition of realizing the sustainable development, and the ecological compensation is an important way to realize the protection of agricultural ecological environment. According to the external theory, ecological compensation is an important system of solving externality of agricultural ecology. The government and the market are the important means to solve the externality of agriculture. The government occupies the dominant position in the agricultural ecological compensation, and the use of market means to adjust is the key to the establishment of ecological compensation. At present, the government compensation mode plays a leading role in agricultural ecological compensation in our county, relative to the market compensation mechanism is not very good use. Therefore, we need to improve the market mechanism, adopt the incentive compensation way, through ＂invisible hand＂ of the market, the external nature of the agricultural ecological environment is changed. On the basis of analysing the mechanism of agricultural ecological market in China at present, combined with the experience of foreign countries, the paper puts forward suggestions to improve the market mechanism of agricultural ecological compensation from four aspects： law and regulation system, property rights, ecological mark system and evalution system.
