摘要
党的十八届四中全会以来,全面依法治国成为新时期我们党治国理政的重要战略部署之一,其重要地位越来越受到人们的关注。基于法治与德治的互动效应理论,全面依法治国方略的实施,需要以公民道德建设为基础。在国家治理体系和国家治理实践层面,必须立足全面依法治国的道德环境,将公民道德建设融入法治建设过程当中,探讨公民道德建设的内涵、意义和面临的困境,提出全面依法治国背景下公民道德建设的可行性路径。这不仅对推动国家法治化进程有着十分重要的意义,同时也为大力加强公民道德建设提供有益的借鉴。
Since the Fourth Plenary Session of the 18th CPC Central Committee, to comprehensively advance law-based governance has been designated as one of the important strategies of governance, which has attracted much popular attention. Inspired by the interaction theory of law-based and morality-based governance, the implementation of law-based governance should depend upon the boosting of civic morality. It is necessary to integrate the morality progress into the process of rule of law, and clarify the nature, significance and plight in the boosting of civic morality, and put forward some possible solutions. This may prove to be important to the law-based governance and shed light on the ways on how to boost civic morality.
