摘要
十八大以来,美丽乡村的建设浪潮席卷全国,建设规模和速度均取得了可喜的成绩。但是其中一些粗放式的发展方式使得生态问题凸显,出现了较多环境风险,农民的环境权益受到损害。必须破除建设中的环境风险,用法治思维来管控环境风险,构建相应的防控体系。对建设过程中存在的环境风险实现事前有效预防、事后规范处理,实现依法建村、治村,切实保障农民的环境权益。
Beautiful village construction has been widely launched in China since the 18th CPC national congress was held. Although scale and speed of the beautiful village construction achieved satisfactory results, due to extensive development, eeologieal problems and environmental risks appeared in the process of the beautiful village construction, and environmental interests of farmers were damaged. In order to maintain beautiful scenery forever, it is necessary to re -examine the beautiful village construction, eliminate the environmental risks during the beautiful village construction, and control environmental risks with legal thinking, to establish a prevention and control system of environmental risks. Therefore, environmental risks during the beautiful village construction can be prevented beforehand, processed afterwards in normal ways, villages can be built and governed according to laws, and environmental rights of farmers can be effectively protected.
