摘要
研究目的:构建针对县域乡镇基准地价评估的方法流程,以解决土地市场交易样本稀疏对传统方法应用的限制问题.研究方法:基于乡镇间等、乡镇内部级和乡镇末级土地价格三个方面影响地价的关系特征,构建与之对应的"等别-地价"关系模型和"级别-地价"关系模型;通过前者确定各乡镇的最高地价P_(max),应用成本逼近法集成征地税费、开发成本及土地增值等变量估算各乡镇最低地价P_(min);然后在所求地价区间[P_(min),P_(max)]内利用已知样本构建最高地价P_(max)和最低地价P_(min)约束下的"级别-地价"关系模型;或对比各乡镇内部土地级别的衰减特征,分析级别变化梯度相近的乡镇测算模型,利用最高地价P_(max)和最低地价P_(min)的约束对其进行修正得到待测算乡镇的"级别-地价"关系模型;通过上述两种方法建立样本稀疏情景下的地价模型,进而内插得到乡镇内部的基准地价.研究结果:设计了上述思路的技术流程和指标处理方法,以百色市隆林各族自治县为研究区域对方法进行了验证,结果符合当地实际情况.研究结论:提出的方法具有充足的理论依据,从多个角度来降低样本缺失对地价评估结果的影响,克服了传统方法模型应用于县域乡镇基准地价评估的不足,可以丰富和完善我国基准地价评估的方法体系.
Research purposes:We construct a new method flow for the evaluation of town land's bench-mark prices where samples are insufficient and traditional methods are restricted.Research methods:Based on the three aspects of relationship feature to affect land price(land classes between towns,land grades internal towns,the minimum land prices),two corresponding models,〞land price-land class〞 and 〞land price-land grade〞 relationship models were constructed. We used the first model to get the highest land price of all towns(Pmax ),and compute the lowest land price of all towns(Pmin )by using cost approac-hing method which integrates variables of land expropriation costs,developing costs and land incremental values;Then use the existing samples to construct 〞land price-land grade〞 relationship model in the price range of[Pmin ,Pmax ]under the constraints of the highest land price Pmax and the lowest land price PMin .Or by comparing the attenuation characteristics of land level internal town,and analyzing the town models which are similar in gradient change,we modified the 〞land price-land grade〞 model under the constraints of the highest land price Pmax and the lowest land price Pmin;Based on the above two methods,town land's benchmark price models in the case of sparse land transaction samples were constructed,and all town land's benchmark prices can be interpolated based on these models.Research results:We designed the corresponding technical procedures and index processing methods,and took Multinational Autonomous County of Longlin as research area to verify them.The results are in accordance with the actual situation. Conclusions:The approach proposed in this paper has sufficient theoretical basis and reduces the impact of land price evaluation results in the situation of missing samples from different perspectives and overcomes the disadvantages of traditional methods in evaluating land benchmark price of towns.
