摘要
近年来,香港反对派的"占中""公投"行为在香港愈加泛滥,对香港现有的政治制度形成极大冲击。香港反对派通过"占中"进行"虚假公投"来制造民意,胁迫中央政府和特区政府,公然挑战基本法和全国人大常委会有关决定,在社会上产生极其恶劣的影响,严重破坏了一国两制的政治生态平衡,不仅阻碍了香港政改的有序推进和民主政治的健康发展,而且催化了各种社会矛盾,加深了大陆与香港的对立。针对这种现状,应该从法律、政治、宣传、经济四个方面采取措施突破并解决这一问题。
In recent years, the activities of ＂Occupy Central＂ and ＂Referendum＂ of the Hong Kong oppo-nents have become more and more frequent, producing a great impact on the existing political system in Hong Kong. The Hong Kong opponents made public opinions by ＂false referendum＂, stressed the Central Government and the SAR government, openly challenged the Basic Law and the relevant decisions of the NPC Standing Committee, which turns to be an extremely adverse impact on the community, serious dam- age to the ecological balance of ＂one country, two systems＂ policy. These activities not only impede the or derly and healthy development of Hong Kong＇s political reform and democracy, but also become a catalyst for a variety of social contradictions, and deepen the opposition of the mainland and Hong Kong. As to this situation, the paper puts forward counter measures taken to solve the the problem from such four aspects as law, politics, publicity, and economy.
