摘要
为驳斥天人感应下的圣人史观,王充提出了国家的治乱兴衰由"国命"决定的思想。但这"国命论"并不是绝对的宿命论,也并未取消政治的积极意义。恰恰相反,在王充"命定"论的视野下掩盖着系统的治道伦理观。关于治道,王充不仅提出了包含国家的治乱及疆域的拓展,生产力水平的提升、百姓的安乐及道德素质的提高在内的"以民为本"的治道目标,也找到了"谷食"和"时数"的"自然主义色彩"的治道影响因素,并从国家治理主体及治理之道两方面提出了"贤君良臣"和"尚德养力"的"人道有为"的治道实现路径。
To refute the sage-dominant historical view under the influence of heaven - human induction, Wang Chong pro- poses a theory that the rise and fall of a nation is determined by "Guo Ming". But this "Guo Ming" theory is anything but absolute fatalism, neither does it cancel the positive significance of politics. In contrast, the perspective of fatalism covers a systematic governance ethic. Regard to governance ethic, Wang Chang not only puts forward the Governance goal of "peo- ple-based" which includes the rise of a nation, the expanding of a nation's border, the enhancement of people's safety and morality, but also finds the natural influencing factors-Food and Shi Shu (something similar to the natural law) , and comes up with a realization path of "creative acting" which contains "make the emperor and officer virtuous and talent" and "advocate the morality and force at the same time" from the governing subject and the governing methods' view.
