区域创新驱动全要素生产率测度及其影响因素研究——基于Malmquist-Tobit方法的实证分析 被引量:16

摘要 基于1997—2013年中国省际面板数据,运用Malmquist-Tobit方法实证分析探讨中国省际创新驱动的全要素生产率及其经济环境影响因素。研究表明,1整体上中国区域创新驱动效率处于上升趋势,规模效率较高,技术效率偏低;2区域创新驱动效率增长速度与经济水平之间没有正相关关系,增长最快的8个省分别是广东、宁夏、黑龙江、辽宁、浙江、山东、湖南、福建;3对外开放程度对创新驱动效率的促进作用并不显著,而政府科技投入额、经济发展水平、产业结构升级优化程度和高等教育发展水平对创新驱动效率具有显著的促进作用,它们每提高1%,创新驱动效率分别提高0.0649%、0.0233%、0.0173%、0.015%。基于此,提出提高中国区域创新驱动效率的建议。 This paper uses Malmquist - Tobit empirical analysis about China provincial innovation - driven to discuss the total factor productivity and its impact factors of economic environment based on Chinese provincial panel data from 1997 to 2013. Findings show that: Totally, the regional innovation - driven efficiency in China is on the rise; scale efficiency is high; technical efficiency is low. ②There is no positive correlation between the growth rate of regional innovation driven efficiency and economic level. And the eight fastest -growing provinces are Guangdong, Ningxia, Heilongjiang, Liaoning, Zhejiang, Shandong, Hunan, Fujian.③ We conclude openness is not significant to promote innovation -driven efficiency, but government investment in science and technology, economic development, the degree of optimization and upgrading of industrial structure development of higher education play a significant role in promoting innovation - driven efficiency. The innovation - driven efficiency will increase 0. 0649% , 0. 0233% , 0. 0173% , 0. 015% respectively when they increase 1%. Based on this, the paper puts forward some suggestions to improve the efficiency of regional innovation in China.
