摘要
结合高技术产业以及知识产权保护的特点,构建包含专利和非专利产出"2维度-7指标"的高技术产业知识产权保护能力评价指标体系,通过熵值法客观确定指标权重,再根据TOPSIS法测度并综合评价2009年-2013年5年间我国高技术产业知识产权能力,并构建评价模型。结果表明,2009年-2013年,我国高技术产业知识产权保护能力呈现增强趋势,但是每年的增强幅度处于逐年递减状态。在此基础上,从政府、企业以及高校三个视角提出提升我国高技术产业知识产权保护能力的建议。
Combined with characteristics of high - tech industries and intellectual property protection, this paper constructs a patent and non -patent evaluation system of "2 dimension -7 index" to assess the intellectual property protection of high - tech industry. The entropy method was employed to calculate the index weight. Then, the TOPSIS method was used to e- valuate the intellectual property protection of high - tech industry from the year 2009 to 2013, The results showed an increasing trend of intellectual property protection ability. However, the increasing margin was gradually decreasing year by year. On this basis, we propose to enhance the ability to protect intellectual property rights of high - tech industry proposals from the perspectives of government, enterprises and university.
