摘要
档案部门、外包提供商等档案业务外包参与主体和外包评估、外包招投标、外包实施等具体过程均存在风险管理的必要性。文章通过建立博弈论分析,针对档案业务外包风险管理,建议:宏观上,制定规范,明确标准,评估资质,利用市场;中观上,联合监理,引入评估,追求共赢,建立联盟;微观上,加强管控,完善合同,利用风险评估工具,构建外包风险预警。
Both the entities of archival business outsourcing like archival departments, outsourcing providers, and specific processes of outsourcing like evaluation, bidding, and implementation exist the necessity of risk management. This article provides risk management suggestions for the archival business outsourcing through game theory analysis： on the macro level, make norms, clear standards, assess qualifications and exploit market; on the medium level, joint supervision, introduce evaluation, pursuit of win-win and build alliances; on the micro level, strengthen management, improve the contract, use risk assessment tools, and outsourcing risk early warning.
