摘要
汽车的出现对城市近代转型、社会经济变迁以及战争进程的影响巨大。八一三抗战前,国民政府、上海市公用局预先对上海的汽车运输资源进行战争动员,储备、训练汽车人员,征用、编组汽车队,形成了一套战时汽车动员机制。囿于汽车数量与经费资源的严重不足,加以租界特殊的政治地理格局,该动员机制于战争爆发后很快崩溃。尽管如此,对该动员机制进行研究,对深入了解全面抗战爆发初期国民政府的战争政策及重新审视八一三抗战具有重要参考意义。
Before the 'Aug. 13 war',National Government and Shanghai Public Utilities Bureau had done a lot to transport resources for war mobilization,and reserved,trained people,requisitioned and marshaled car team,formed automotive mobilization mechanism during the wartime. Although the mechanism collapsed soon after the war broke out,the study on it still has very important value for us to fully understand National Government's policy before the war and re-examine the 'Aug. 13 war'.
