摘要
产业转移不仅是发达地区优化产业结构的重要前提,也是欠发达地区提升技术能力和促进经济发展的重要手段。然而,转移的产业并非总与欠发达地区的要素禀赋结构相耦合,转移的产业很可能会造成资源配置的扭曲与时机的延误。为研究如何提高产业转移的效率,该文在潜在性比较优势理论的基础上,构建了地区间与行业间的相似度:即通过地区相似度来寻找与欠发达地区要素禀赋最为接近的发达地区,再依据行业度来选择与欠发达地区优势产业在技术上较为相似的行业,以分析出最适合在欠发达地区发展且具有潜在比较优势的行业,从而实现促进欠发达地区快速发展的目标。
Industry transfer is not only an important prerequisite to optimize the industrial structure in devel- oped areas, but also an important means to enhance technological capability and promote economic development in underdeveloped areas. However, the transfer of industries which is not always coupled with the factor endowments structure of underdeveloped regions is likely to cause distortion of resource collocation and timing delays. In order to study how to improve the efficiency of industry transfer, based on the theory of potential comparative advantage, this paper constructs the similarity between regions and industries：searches the developed area which is most close to the underdeveloped regions in terms of factor endowment structure by region similarity, chooses the industry which is most close to superior industries in the underdeveloped areas based on the industry similarity, then identi- fies industries which have the potential comparative advantage that most suitable for development in underdeveloped regions, thus to achieve the goal of promoting the rapid development of underdeveloped areas.
