摘要
美国阿拉斯加州有三种类型的土地——联邦所有土地、州政府所有土地和私人所有土地,其上矿产资源管理权归三种不同性质的主体。对州政府所有土地,其上矿产资源归州政府管理。本文着重讨论了州有土地上矿产资源与矿业管理问题,包括主要矿业法律、主要矿业管理机构、主要矿业权设置、主要矿产资源勘探与开发政策、矿业土地利用管理、矿业税费、矿山环境管理与复垦管理等,目的是丰富和完善我国对美国州级层次上矿产资源与矿业管理的认识,学习他人先进之处,创新和完善我国新时期的矿产资源与矿业管理工作。
There mineral resources are three kinds of lands in Alaska, in these three types of lands, there USA： federal-owned land, state-owned land and are three different natures of management bodies private land. For For state-owned land, its mineral resources are managed by the state government. In this paper, the author discusses the management issues of the mineral resources and mining in the state-owned land, including main mining laws, major mining regulatory agencies, mineral rights, policies for exploration and exploitation of mineral resources, the use of land, mining taxes, and the management of mine environment and reclamation. The purpose is to enrich and improve the recognition and knowledge for the US＇ s state level mineral resources and mining management and to innovate and enhance the management for mineral resources and mining in our country
