摘要
本文通过对采掘业透明度倡议(EITI)的主要支持者和推动者、基本逻辑及其产生的历史背景的分析,说明了其新自由主义实质,分析指出了其存在对治理腐败作用有限、仅靠透明不足以达成其宣称的促进可持续发展的目标和不能改善现有国际政治经济秩序下发展中国家的弱势地位这三大问题。基于这些分析,本文提出由于其发展尚存变数,中国应静观其变,不急于表态,但应加强相关研究,同时应加强对全球矿业治理的参与,并进一步推进自然资源管理领域的改革。
This paper clarifies the neoliberalism nature of the Extractive Industries Transparency Initiative by analyzing its main supporters and promoters, basic logic and historical background, and finds out that there are three main problems in the Extractive Industries Transparency Initiative, which are very limited effects in anticorruption, far more insufficient to promote sustainable development by transparency alone and does not change the unfavorable position of developing countries under existing international political and economic order. Based on these analyses, this paper puts forward that China does not need to make a clear attitude towards the EITI, since its prospects are still unclear. Instead China should strengthen researching on the EITI, and meanwhile, participating in global mining industries governance, and further promote the reform in the field of natural resources management.
