摘要
正义是社会制度的首要价值,也是国家与社会治理的最终目标。在社会正义视域下,研究大病保障制度的优缺点及实施路径。通过对政策文件、文献著作及实践案例整理,论证重特大疾病医疗保障制度的意义与必要性,从社会基本医疗保险、商业医疗保险、医疗救助、医疗资源四个方面分析当前我国重特大疾病保障体系发展状况。最终提出通过提高政府能力实现横向正义的起点公平、释放市场活力实现纵向正义的过程公平、激发社会动力实现分配正义的结果公平,优化配置优质高效的医疗救治资源,完善重特大疾病保障的制度建设与路径设计。
Justice is the primary value of social institutions and the ultimate goal of state and social governance. This paper studied the advantages and disadvantages of medical security system of serious diseases and its approach from the perspective of social justice. By reviewing the policies, literature and practical cases, this study proved the significance and necessities of establishing medical security system of serious diseases. In addition, it analyzed the current status of medical security system of serious diseases from four aspects, including the social basic medical insurance, commercial medical insurance, medical assistance and medical resources. Finally, this paper put forward strategies, which included improving the government ability to implement the starting point fair of lateral justice, releasing the market activity to realize the process fair of longitudinal justice, encouraging the social power to realize the result fair of distributive justice, optimizing the allocation of high quality medical treatment resources, improving the construction of medical security system of serious diseases and the approach design.
