摘要
文章对意大利、土耳其、匈牙利和罗马尼亚四国的早期儿童特殊教育制度进行了比较研究。四国都制定了早期儿童特殊教育的教育法规,并实施了相应的教育方案。四国都采用了全纳教育制度。四国的特色之处在于,意大利的全纳教育包含了教师支持系统,土耳其采用了个性化学前教育和全纳教育相结合的体系,罗马尼亚经历了融合教育向全纳教育的转变,匈牙利采用了融合教育和全纳教育相结合的体系。
In this research early childhood special education services in Italy were compared with special education services in Turkey, Hungary and Romania. Four countries have developed laws in early childhood special education,and implement corresponding educational program. The four countries all use inclusion education system. The special features is:In Italy supportive teacher system is used in "inclusion"system,Turkey uses individual education system and inclusion system, in Romania there was a movement from integrated education to inclusion education. In Hungary integrated and inclusion education systems are used.
