摘要
政府绩效评估既是中央顶层政策设计的有效执行,又是府际间政策偏差协同治理的基本载体。政策供给展现了府际协同的政策制定与网络化运作的治理逻辑,通过政策评估执行,凸显出府际间权力分配与资源汲取角逐的竞合关系。政府绩效治理府际协同的理论基点涵盖了"压力型"后果与"公共性"价值两个认知维度。"压力型"体制形成了府际间协同的运作悖论,公共性再造是政府绩效评估政策纠偏的价值因应。政府绩效评估政策偏差的治理矫正,要建构一体化的绩效信息治理系统,基于理解与信任实现评估政策偏差府际协同的合力,通过"空间"整合,实现府际跨域协同的有效布局。
Government performance evaluation is not only the effective implementation of the central top-level policy design,but also the basic carrier of the policy deviation intergovernmental cooperation governance.Policy supply shows the governance logic of the Intergovernmental collaborative policy making and the network operation,highlighting the intergovernmental power allocation and resources to draw competing relationship through the implementation of policy evaluation.The theoretical basic point of intergovernmental coordination in the government performance evaluation includes two cognitive dimensions of the Pressure Type and the public value.The Pressure Type system is the contradiction of the cooperation between the governments,and the public reconstruction is the value for corrective policies of the performance evaluation.The intergovernmental rectification of government performance assessment policy deviation is to construct a system of information of integrated performance,based on understanding and trust to realize the synergy of government cooperation in assessing the policy deviation and the effective layout of intergovernmental cross domain collaboration through the integration of space.
