当前我国正处于全面建成小康社会、经济转型和供给侧改革的关键时期，海运需求增速明显放缓，全球海运市场处于新一轮漫长调整期，世界海运规则也处于重要变革期。面对经济社会发展新常态，国家相继提出了“一带一路”和“海运强国”战略。
As the world's largest developing and a late-development shipping country, China's shipping development has experienced the three basic stage of planned economy, reform and opening up and socialist market economy, becoming the important power of shipping. Currently, China is in the critical period of building a well-off society in an all-round way, reform of the economic transformation and the supply side, the shipping demand growth is in the slowdown. The global shipping market is in a new and long round of adjustment, the world maritime rules also in an important transformation period. In the face of the new normal social and economic development, China has put forward the One Belt and One Road proposal and maritime power strategy.The marine development pattern of the United States, the European Union and Japan shows that we can draw lessons from other countries' development model but they cannot be copied. We should seize the new opportunities in China and combine the characteristics with our national conditions through the process of the practice-know-practice-know again, gradually forming Chinese shipping development model.
